Cincinnati Chili

2 pounds ground beef
4 medium onions, chopped
1 clove garlic, minced
2 teaspoons vinegar
1 12-oz can tomato paste
2 to 3 tablespoon chili powder
3 teaspoons cinnamon
1 teaspoon Tabasco
2 dashes worcestershire sauce
1 quart water
salt and pepper to taste
Make Spice Bag:
4 dry peppers
35 allspice
5 bay leaves
Plus:  hot cooked spaghetti, grated sharp cheese, chopped onion,
and oyster crackers

Saute beef, onions and garlic. Add all other ingredients. Simmer, partially covered for one hour. Remove spice bad. To serve, assemble by layers: Hot Spaghetti, topped by chili, cheese, onions and oyster crackers.. (serves 6 to 8)
